It’s a reference to a National Lampoon album ca. 1972, when Henry Kissinger was national security advisor to President Richard Nixon. At a fictive press conference a reporter asks the president a question about some foreign policy issue, and Nixon replies: “I’ll have to kiss Dr. Assinger about that.”

I have thought the same thing with regards to Kissinger.
He strikes me as more of an old-style mafia don who is primarily interested in spheres of influence, keeping the hotheads under control, and business where everyone makes money over chaos. And if the FUSA does some pretty reprehensible things to maintain order, then so be it. It’s not personal, just business.
And as a relic of an era long gone, he still is important and listened to out of respect, but he doesn’t understand the new rules of the game or that his knowledge and experience count for little in this brave new world.
