“The Russian side has data confirming that the Pentagon has set tasks for monitoring the biological situation in the areas of Iraq and Afghanistan bordering China, Turkey, Pakistan and Saudi Arabia.

“The documents emphasize the need to place employees of Pentagon contractors in senior positions, and field work should be assigned to those local specialists capable of working with relevant ministries. At the same time, it is recommended that evidence pointing to the contractor be minimized by only making brief trips from the Dubai office to Afghanistan and Iraq when necessary.

“To avoid accusations against the Pentagon, some projects were carried out under the guise of the US State Department. We would like to draw your attention to the research program of the US State Department in Afghanistan: it included the study of the causative agents of particularly dangerous and economically important diseases, that is, tularemia, anthrax, foot and mouth disease, the collection of biological samples on the territory of the country and their transportation in the United States.”

“In 2023, the Science and Technology Center in Ukraine (STCU), which is the main intermediary distributing Pentagon grants, will resume operations in Kyiv. With funding from the US Agency for International Development and brokerage by STCU, biological threat response training was conducted at the Danila Halytsky University of National Medicine Lviv from August to September 2023.

“According to the Russian Defense Ministry, the training was attended by representatives of Ukrainian state authorities, including the Security Service of Ukraine (SBU) and the National Police, as well as employees of Western non-profit organizations.

“It is worth noting that the bird flu virus is currently considered the most intensively studied microorganism in high-security laboratories. It remains the focus of intense media attention, has the potential for species transition, and is highly lethal to humans. It is no coincidence that the use of this particular pathogenic biological agent was included in the training scenario.

“The intent of the exercise is as follows: There are reports of cases of infectious diseases in the Nikolayev region, Ukraine. The samples are collected and analyzed. It is concluded that the incident is ‘most likely’ the result of bio-sabotage by the Russian Federation. Information about the outbreak is being covered primarily by Western media to draw attention to the situation, and medical workers are taking to the streets with placards to hold Russia accountable for violating its convention obligations.

“An investigation will subsequently be launched using the UN Secretary-General’s mechanism to reassure the international community that the data is transparent and unbiased.

“The scenario leads to Russia being accused of not complying with the requirements of the BWC (Biological Weapons Convention), discrediting it at the international level and imposing additional sanctions against Russia.”
