Gates of Vienna News Feed 1/29/2019

The Upper Midwest is facing a record cold snap in the next few days. The weather forecast says Minnesota may see temperatures as low as -30°F (-35°C) with a wind chill of -60°F (-51°C). The governors of three states — Michigan, Illinois, and Wisconsin — have declared a state of emergency.

In other news, Remainers and Brexit supporters within the Conservative Party have reportedly agreed on a compromise that will send Theresa May back to Brussels for further negotiations, and thus prevent a no-deal Brexit.

3rd DC Antifa Arrested, Charged With Multiple Felonies in “Ethnic Intimidation” Attack on Latino Marines

An organizer with Washington D.C. Antifa cell “Smash Racism DC” has been arrested on multiple felony counts in connection with a racially charged November attack against two hispanic US Marines during a trip to Philadelphia with their helicopter unit.

Joseph “Jose” Alcoff, a.k.a. “Chepe” and “Jose Martin,” faces 17 charges, including multiple counts of aggravated assault, conspiracy, terroristic threats, ethnic intimidation and one count of robbery while inflicting serious bodily injury, according to the Daily Caller.

Alcoff’s arrest comes two months after the arrests of Thomas Massey and Tom Keenan — who is considered a “leader” of the Philadelphia Antifa cell, and was charged in 2011 with Alcoff in connection with a New Jersey riot.

Apple Facetime Controversy: We First Warned About Tech Spying Over a Decade Ago

Over a decade since Infowars first warned that corporations were spying on users without their knowledge or consent via microphones and cameras embedded in devices, it has now emerged that Apple’s Facetime feature is doing precisely that.

What is being described as a “bug” was uncovered yesterday after it was revealed that a caller can get access to a recipient’s microphone and camera in real time if the recipient presses the power button on an iPhone while receiving the call. This is typically done to silence or ignore an incoming call.

Baltimore School Board Votes to Disarm Police in Schools

The Baltimore City school board voted down a measure that would allow police officers to be armed in schools for the defense of students and teachers.

The Baltimore Sun reported that the vote was unanimous in maintaining the current policy of keeping officers disarmed in schools during daytime hours.

Police officers will still be allowed to carry their weapons outside the schools prior to the start of classes and after classes, but they must disarm before entering…

Former New York Police Department Commissioner Bernard Kerik commented on the policy via Twitter:

Uniformed police officers in Baltimore will be required to disarm before entering a school. This endangers the school, and endangers the officers who will be in uniform, without their service weapon.

Chicago Faces Extreme Temperatures More Frigid Than Antarctica

Potentially record-breaking temperatures are headed towards large swaths of the Midwest this week, bringing bitterly cold conditions that government weather services warn could be life-threatening — and even more frigid than some of the planet’s arctic regions.

Minneapolis Public Schools officials have canceled classes through Wednesday, when the region is expected to experience frigidly low temperatures not seen in a quarter century. Chicago Public Schools have also called off classes on Wednesday because of the anticipated cold snap.

“You’re talking about frostbite and hypothermia issues very quickly, like in a matter of minutes, maybe seconds,” said Brian Hurley, a meteorologist with the Weather Prediction Center.

Subzero temperatures will begin Tuesday, but Wednesday is expected to be the worst. Wind chills in northern Illinois could fall to negative 55 degrees, which the National Weather Service called “possibly life-threatening.” Minnesota temperatures could hit minus 30 degrees with a wind chill of negative 60.

Chicago Police Deny Claim That Jussie Smollett Identified Attackers as White, Can’t Get Their Story Straight About Whether He Heard Them Say ‘MAGA’

Empire star Jussie Smollett is in the hospital after two people allegedly assaulted him on the streets of Chicago around 2:00 a.m. last night.

The police are investigating the attack as a hate crime, since the perpetrators reportedly made racist and homophobic slurs. Smollett is a gay black man.

Several media outlets referenced claims that appeared in TMZ‘s coverage of this matter, most notably that the perpetrators were white and yelled “this is MAGA country,” as they attacked Smollett. But a spokesperson for the Chicago police denied having any information about the race and political views of the attackers.*

“According to the victim, the offenders’ faces were concealed,” a police spokesperson told Reason. “We have no record indicating that [they shouted ‘MAGA’], we only have record of them shouting racial and homophobic slurs at him.”

Huge Step Forward in Decoding Genomes of Small Species

For the first time, scientists have read the whole genetic code of one single tiny mosquito. Traditionally, it has been difficult to extract enough DNA from insects and other small organisms to build a high quality genome for a single individual. Scientists from the Wellcome Sanger Institute and Pacific Biosciences worked in partnership to advance technology and lower the starting amount of DNA needed to just ‘half a mosquito-worth’, producing the first high quality whole genome of a single mosquito.

The results, reported in Genes open the door to understanding the true genetic diversity of insects and other arthropods, which comprise the most diverse animal group in the tree of life.

Jim Acosta Peddled Slime: ‘Team of Vipers’ Reveals CNN Printed Unsubstantiated Dirt on Sarah Sanders to Settle Ex-Trump Aide’s Score

An excerpt from former West Wing official Cliff Sims’ new book — provided exclusively to Breitbart News ahead of the book’s public release on Monday — shows how CNN’s Jim Acosta peddled unsubstantiated misinformation from a disgruntled ex-Trump campaign aide about White House press secretary Sarah Huckabee Sanders as part of the network’s effort to push the Stormy Daniels scandal story.

In other words, Sims’ book reveals that CNN pushed out an attack on a current Trump aide by an ex-Trump aide — providing the ex-Trump aide with anonymity to shield the person’s identity — and did not verify whether it was actually true before CNN printed it.

Sims’ new book Team of Vipers: My Extraordinary 500 Days in the Trump White House is out on Monday and has already created a lot of waves with revelations about disloyalty to Trump from senior White House officials like current senior official Kellyanne Conway and former Chief of Staff John Kelly.

Kamala Harris Pushes to Criminalize Private Gun Sales, Ban ‘Assault Weapons’

Democrat presidential hopeful Kamala Harris pushed to criminalize private gun sales and ban “assault weapons” during a January 28, 2019, CNN town hall.

Nolte: Microsoft’s NewsGuard Blacklist Admits ‘Credible’ Outlets Spread Fake News

NewsGuard admitted Monday that many of the news outlets it labels as “credible” are guilty of spreading fake news.

NewsGuard is Microsoft’s blacklisting tool, a browser plug-in that tells readers which news outlets are “credible” and which are fake news. Naturally, NewsGuard has awarded every establishment media on the planet with its “credible” rating, including those that regularly and deliberately spread fake news, such as NBC News, the Washington Post, CNN, Buzzfeed, etc.

And naturally, the sites included on NewsGuard’s blacklist are anti-establishment: Breitbart, WikiLeaks, Judicial Watch, Drudge, Gateway Pundit…

To understand just how unethical and deceptive NewsGuard is, I am encouraging you to read its “explanation” for blacklisting Breitbart, because as you will see for yourself, there is not a single example NewsGuard could come up with where Breitbart spread misinformation.

PG&E Corp., which owns California’s largest electric utility, filed for bankruptcy protection Tuesday in anticipation of huge legal claims, starting an unpredictable process that could take years to resolve and is likely to result in higher energy bills for the millions of Californians who depend on Pacific Gas & Electric for power.

Technology: Distracting, Disturbing, Deceiving & Deluding Ourselves to Death

Technology is wasted on people who haven’t been taught to think critically, have been indoctrinated by government run schools to be subservient cogs in the machine, and believe feelings and emotions are more important than knowledge and understanding. The proliferation of social media (Twitter, Facebook, Instagram) has resulted in the dumbing down of human interactions and replacement of discussing issues with virtue signaling, selfies, faux manufactured outrage, and glorifying shallow celebrities. We’re addicted to technology.

It is incomprehensible our society has embraced technology for amusement, trivialities, and superficial displays of diversion, rather than advancement of knowledge, proliferation of ideas, and cultural progress and enrichment. The works of Aristotle, Socrates, Shakespeare, Dickens, Twain, Tolstoy, Steinbeck, Orwell and Huxley are available with one click of your iGadget, but instead the masses choose to play Angry Birds, Candy Crush, and Madden, while worshipping at the altar of Kardashian. So much knowledge and wisdom at your fingertips, guaranteed to make you smarter and 99.9% choose to amuse themselves into a stupor of ignorance.

The Endless Mueller Investigation is Destroying Rule of Law in America, With Deathly Long-Term Effects That Already Are Being Felt

[…]

It now is two years of this Mueller Thing. Despite constant rumors that its conclusion is near, no short-term end is in sight. I often have written that I can see this thing going on for two, even for six years, until the end of the Trump presidency. The investigation’s funding is unlimited. There is no end date in the assignment. Every lead therefore legitimately can be said to open the door to a new lead. Experienced powerhouse attorneys have seen mass-torts cases and other multi-million-dollar litigations that could have gone on forever if not for limits on the client’s resources and statutory ceilings on how long a case can linger before adjudication. After all, every deposition of seven hours is bound to open some new area of inquiry — especially in a Mueller Investigation where there is no perimeter that sets a formal boundary on issues to investigate. As a result, Mueller has evolved into one of the saddest chapters in modern American history and the Mueller Inquisition will leave behind far greater damage than its anti-Trump instigators ever contemplated.

The underlying goals animating Democrats and their accomplices in the Left Mediacracy (pronounced like “mediocracy”) from Day One have been:

(i) to delegitimize the Trump presidency, and

(ii) to gum-up the gears of that Presidency by tying up the Trump Administration with endless prosecution, indictments, allegations, rumors, and the threat of impending doom.

It started at Day One, and before Day One, when Democrats could not accept that the Clinton Era now was dead and buried, and the Obama legacy that had been built on sand now would sink into the healing planet or be swept away by the rising ocean tides. With the election of President Trump, the Obamacrat Reich that was to last a thousand years had petered out in less than a decade. The stagnant economy would be revived with bold tax cuts and massive deregulation. The Paris “Climate” Accord would be ditched. So would the myopic and disastrous Iran Deal. England and Israel and Poland and Ukraine would be treated like friends again, while Cuba, Venezuela, and the Muslim Brotherhood of Egypt would be restored to their rightful status as enemies of civilization. North Korea would be challenged facially. ISIS would be decimated. Hydraulic fracturing would be revived, along with the entire fossil fuel industry. The porous southern border finally would be made the center of a great national debate. Judges devoted to Constitutionalism and Originalism would be restored as federal vacancies opened on the courts. It was too much for the Obamacrats, Left Academia, Hollywood and Broadway, and the Mediacracy.

To delegitimize the Trump election, they attacked the electoral college for giving Trump the numbers, James Comey for doing a bit of his job, and mostly Trump’s voters, the basketful of deplorables whom they tagged as racists, xenophobes, homophobes, and every other kind of phobe. They said that all Trump voters were racist — even the Blacks and Latinos and Asian Americans who voted for him. All were anti-Semites — even the Orthodox Jews (the Jews who actually observe the Torah’s kosher and Sabbath rules) who voted for him by a margin often exceeding 3-1. All Trump voters were misogynists — even though he got the majority of the women’s vote. The Trump-haters explained — they of the Hillary “I’m with Her” myth — that women voted for Trump because, in the end, most women are just too stupid to vote on their own and therefore vote as their husbands, brothers, sons, uncles, nephews, grandfathers, and package-delivery men tell them to vote.

As part of the delegitimization, they concocted the myth of “Russian collusion.” To this day, in a world where CNN and MSNBC can uncover every flavor of Trump-hater imaginable, no one ever has met an American who voted for Trump by virtue of Putin’s endorsement…

The Polar Vortex Will Bring a Brutal Cold Spell to Large Part of U.S.

A large lob of a Polar vortex is set to snap off and ice a large area around the Great Lakes and Upper Midwest by the beginning of next week. This will be the most extreme cold that the area has faced in a generation.

The prolonged and life-threatening cold spell will see temperatures plunge to about 40 degrees Fahrenheit below average. Parts of Minnesota could see temperatures plummet to —60 degrees Fahrenheit, while large areas will see —50 or —40, according to The National Weather Services Twitter post.

Wind chills will fall to dangerous levels in the Upper Midwest this week, and should be the coldest since the mid-1990s in parts of the eastern Dakotas, Minnesota, Iowa, Wisconsin and northern Illinois. Wind chills falling below —40 can cause frostbite on exposed skin in minutes.

pic.twitter.com/FFVZe1xGhD

— NWS WPC (@NWSWPC) January 27, 2019

Those in the areas that could get extremely cold should begin making preparations for such. Stay off the roads if you can, and if you must go outside, prepare by wearing several layers of clothing.

When preparing for a cold snap of this magnitude, many would suggest having a backup source of heat that is not on the grid: a woodburning stove, for example. Although this may not be enough time for most in the harshest parts of this polar vortex to outfit their homes with a woodburning stove, extra blankets, hats, and coats should be readily available in case the power goes out taking your source of heat with it.

This functionality will only be activated on fresh installations of the next major Windows update, so existing systems will not be affected.

France: Yellow Vest Leader Calls for ‘Uprising’ After Key Activist Shot by Police

A leader of the Gilets Jaunes (Yellow Vest) movement has called for an “uprising” at next Saturday’s protest, following the severe injury of one of its major figures over the weekend.

The protest last weekend, dubbed “Act XI,” saw 69,000 participants across France, with 4,000 in the capital of Paris. One of the major incidents involved prominent figure Jerome Rodrigues who was shot at by riot police with “flashball” rounds which resulted in the activist being seriously injured, facing the prospect of losing one of his eyes, Le Figaro reports…

The injury comes after French emergency room doctors sounded the alarm over the high number of serious injuries suffered by Yellow Vest protesters over the last 11 weeks which have seen several people lose eyes and hands due to riot police tactics.

Italy: Man Admits He Beat 7-Yr-Old to Death for Damaging Bed

24-year-old held for manslaughter has reportedly confessed

(ANSA) — Naples, January 29 — A 24-year-old man has confessed to killing the seven-year-old son of his partner and seriously injuring his eight-year-old sister over a new bed the children had damaged while playing, investigative sources were quoted as saying by multiple newspapers on Tuesday.

Tony Essoubti Badre, who lived in Cardito, Naples, with the seven and eight-year-old, their four-year-old sister, who was not injured, and the children’s mother, allegedly punched and kicked the two children but denied hitting them with a broom, investigative sources were quoted as saying.

The man, who is currently detained on voluntary manslaughter charges, reportedly said he was angry that the children had damaged part of a new bed because “we had made sacrifices to buy it” when questioned by police.

Investigators are trying to determine the role played by the children’s mother.

Sources with knowledge of the probe said testimony provided by the murdered boy’s sister, who reported severe but not life-threatening injuries, is proving key for police.

Italy: Salvini’s TAV Calculations Wrong Says Toninelli

M5S ‘does not block construction work’ argues minister

(ANSA) — Rome, January 29 — Transport Minister Danilo Toninelli, a member of the anti-establishment ruling 5-Star Movement (M5S), on Tuesday said a decision will soon be made on the construction of the high-speed rail (TAV) line between Turin and Lyon after League Deputy Premier and Interior Minister Matteo Salvini said it should be completed.

“Salvini, with whom I have an excellent relationship, will also see the cost-benefit analysis on the TAV”, said Toninelli, whose party is against the project.

He added that “we will take a decision in the respect of the government’s contract”.

“I will ask Salvini for his calculations, when we meet to have coffee, because they don’t match the real ones”, the minister told the Mattino Cinque program of private channel Canale 5.

Toninelli also said he was fed up with hearing the M5S accused of halting construction work: “We don’t block any construction work, the only one we whose cost-benefit we are analyzing, because we are honest people”, is TAV.

The M5S’s government partner, the rightwing populist League party led by Salvini, is in favor of the TAV project going ahead.

There are strong movements for and against the TAV in Piedmont.

Turin’s M5S-controlled council last year voted to stop the project pending the cost-benefit analysis, according to the position of the government’s other Deputy Premier and Industry Minister Luigi Di Maio of the M5S.

Italy: Mormon Temple Opens Near Vatican in Rome

Italy’s first ever Mormon temple opened last week in Rome, in Nomentano, not too far from the Vatican. The Church of Jesus Christ of Latter-day Saints, as the Mormon church is officially known, was founded in the state of New York in 1830 by Joseph Smith, who claimed to have a revelation of God.

There are more than 26,000 members of the Mormon church in Italy (2,000 reside in Rome0 and that number is growing at an exponential rate thanks to younger forces in the Church-boys between 18 and 25-who embark on missions to spread the word of the the Book of Mormon, a text that was written in 1830 by the Church’s founder Joseph Smith and the path of faith that leads ‘not only to eternal happiness but above all to earthly happiness’, as Alessandro Dini-Ciacci, representative of the Church for Italy, explains to La Stampa. Like all Mormons, he donates 10 percent of his earnings to the organization. And according to the church’s statistics, there are 500,000 Mormons in Europe, and some 16 million worldwide; more now living outside the United States…

Spanish Populist Party Leader Slams Conservatives Who Keep Caving to Political Correctness

Says “cowardly right start whimpering” at the first sign of criticism

Leader of the Spanish populist party Vox Santiago Abascal told a packed crowd that conservatives must stop caving to political correctness and stop caring about being called “racist” or “fascist”.

“I don’t care if you’re a progressive or a communist, things are going to get more difficult for you,” said Abascal, adding “You’ve had it easy up to now.”

He then slammed conservatives and centrists for allowing the glib insults of leftists to get to them, noting that the “cowardly right start whimpering” and “the fickle centrists change their opinion” at the first sign of criticism.

The audience responded to the point with enthusiastic applause and cheering.

Abascal went on to savage PC culture, remarking, “The self-righteousness that has imposed the dictatorship of political correctness dominated by progressives” has created an “oppressive era” that made it easy for the left to silence dissenters.

“If you love your country — fascist — have affection for Spain? — fascist — want to defend Spain’s borders, the walls of your home? — xenophobe and fascist — think immigration needs to be controlled in some way? — racist and fascist,” said Abascal.

Nord Stream 2 Gas Pipeline to Open by November

Russian gas will be piped direct to Germany from November despite the project’s detractors, a project engineer has asserted. Critics have said Europe will be left vulnerable and climate goals will be undermined.

Russia’s second natural gas pipeline across the Baltic seabed to Germany is just months away from completion, despite warnings from the US, Ukraine, Poland and Lithuania and the EU commission over Europe’s energy security.

Klaus Haussmann, engineer at Nord Stream 2’s future landfall site at Lubmin on Germany’s Baltic Sea coast told German public radio station Deutschlandfunk that the “raw” laying of the pipeline would be finished by the middle of 2019.

“Then comes the entire installation of the electrical equipment, security chains. And, then it’s planned on the large scale that we get the first conduit filled with gas in November, from Russia,” said Haussmann.

India: The Upper House of Parliament Must Help Muslim Women, Endorse the Bill Banning the Practice of “Triple Talaq”

All this procedure requires for a man to divorce his wife is to repeat the word “talaq” three times.

Terrorist Who Targeted Americans Takes Over Mexican Cartel on Texas Border

A verified and convicted terrorist who attacked a U.S. Consulate with a grenade and automatic rifle fire has taken over the ruthless Los Zetas cartel, a group headquartered at the Texas border in the Nuevo Laredo-Laredo metropolitan border area. Nuevo Laredo, Tamaulipas, sits immediately across the border from Laredo, Texas, and is the only urban location along the entire U.S.-Mexico Border that does not have any fencing or constructed security barrier of any kind. The convicted terrorist, Hector Raul Luna Luna, is known as “El Tory” and was convicted in the 2008 terror attack on the U.S. Consulate in Monterrey, Mexico. He was released from prison due to bribes paid by Cartel Jalisco New Generation (CJNG) and has now taken over the dominant faction of Los Zetas, Cartel Del Noreste (CDN), to open up the lucrative and unsecured border corridor into Texas.

Under El Tory’s new reign, Los Zetas is linked to a level of brutality that had not been seen in prior years. Gruesome executions, dismemberments, targeted attacks on police and military officials, and the general use of intimidation have become commonplace in parts of northern Mexico as El Tory and Los Zetas try to expand their operations.

A City That Opened Its Doors to Asylum Seekers Has Come to Regret it

When we think about an overflow of immigrants and strained resources for dealing with them, most conversations deal with the southern border. This story, however, takes place nearly as far from there as you can get in America. We’re talking about Portland, Maine. It’s a beautiful city (we took a vacation there last summer) and it has a lot to offer visitors. But Portland has also been known for its generous policy toward immigrants seeking asylum in the United States. They set up programs to provide housing in shelters and set aside funds to support them, along with a list of attorneys willing to do pro bono work on their claims.

Unfortunately for them, the word spread quickly that Portland was an excellent destination for those looking to flee to America and they began arriving in large numbers. Primarily coming from African nations, they have now overwhelmed the shelters and are drying up the available funds to help them.

As The Sun note though, EU migrants who don’t apply are unlikely to be deported.

  1. re: blood transfusions with blood of youth’s

Kim Il-Sung, founder of modern North Korea, employed this same fountain of youth. Socialists love to emulate their heroes.

I’m waiting for the day our youth march around with good, fat Cuban cigars.

I’ll join them. It’s the only thing I admire of any communist.

    • Well, the Russians make decent vodka and fur coats. And the communism diet tended to keep the women svelte and attractive. Another bonus of communist countries is they do not tolerate feminist garbage and tend to be much more patriarchal than western ones.

    • One may argue the relative merits of socialised medicine versus the US system, but the practice of selling blood (which must be how these transfusions are available?) seems especially repugnant; it should be available on only the basis of medical need.

I was a donor in the UK until health problems meant I couldn’t, but would have ceased if the NHS had started selling blood, and I doubt I’d be alone.

  2. Wow. How cold it is in the North of the USA. But your northern border passes through latitudes, which we consider to be southern. I live in a part of a country that is considered cold in Russia. But this winter was surprisingly mild. Although this is a comparative characteristic. I think it would be cold for your anyway.
In past years, periods when we could not start the car due to frost reached two weeks. This year this was not.

    • Where I live in North Dakota, the latitude is 46 N; Moscow is 55 N I think. Cold enough in the winters that I wear wool sweaters, a heavy wool coat, fur lined boots, and a Soviet mink ushanka when I venture outdoors.

    • Where I live is a stones throw from the Canuck border in Nordern MN and it was a nice balmy -56 Below zero with moderate winds last night and today a nice -25 Below. There were a few brave souls snowmobiling last night and today as well.

  3. re: Mormon temple in Italy

Probably a good thing. They tend to be anti-UN, pro-family and quite against African immigrants.

  4. re: UK Muslim Councillor

I’m surprised we haven’t seen this sooner from a moslem.

Liberals will be spineless and speechless when such criticisms from moslems become louder and more aggressive.

  5. nothing unusual about 30 below in Minnesota in winter. People have short memories that’s all.

    • It never reaches -30F in Somalia. The “new” inhabitants might freeze to death while trying to sell drugs, or while looking for a woman to rape.

  6. Ref: the endless Mueller Investigation…:

On one of my then daily walks down by a local river some months ago, I met a fisherman and we talked some. I do not recall his name. He expressed a view I had not heard before which I have decided to share here. This was, the way Donald Trump is being treated by Mr Mueller is exactly how he thinks many poor people are being treated in our judicial
system. I supposed he meant himself, he did look like a man might look who had done some time, but I thought it rude to say so and I did not. One problem however stays with me from this conversation. What if our judiciary has been entirely corrupt for so long without consequences that it has chosen to go blatant with it?

Years ago I could not have anticipated saying such a thing, but it could be that our judiciary and other pillars of society have been hollowed out and have no credibility at all any more.

    Ask Ted Stevens.

    • There is enough leftover liberal in me to have to argue, even if with myself. I have often expressed unkind sentiments about our judiciary. They could be as they are for decent reasons.

I will not need to spend too much time to explain my first suggestion: too many people have found ways to exploit weaknesses in the system, and too little is being done to fix those weaknesses.

We have almost as many federal district court judges in the U.S. as we have counties(incl Louisiaa parishes and Alaska Jud dists). Recken about 3000. WHY? Why so many?

The Federal legislature has created a huge number of regulatory agencies with the power to make rules as they deem as needed, rules with the power of law. Most likely, Fed judges spend enormous amounts of time interpreting or coping with this enormous body of rules written by these innumerable agencies. Our fed legislature is by this means relieved of a small amount of labour by creating vastly more work for the fed judges to have to cope with. I contend that legislators do this to appease lobbyists, to appease bureaucrats AND to lighten their own workload. I honestly do not even know how MANY rule making agengies we have at the federal level.

Many states have done the same at their own levels.

A lot of the judges are being overwhelmed by gibberish! Perhaps some occasionally see humour in dishing some of it back.

Be it noted, I am not a judge or related to one. I am only an optimist hoping for the best.

      • Also, it is often more popular at election time to create new legislation to solve a problem than it is to simply enforce legislation already on the books. This creates an even greater number of rules, laws etc.
