The EC Knows. Why Doesn’t the FBI?

Most of the research for the following article was conducted by our Minnesota correspondent Henrietta. I am deeply grateful for her assistance, without which the evidence described below would not be detailed here.

On New Year’s Day 2014 a powerful explosion and fire occurred at 514 Cedar Avenue South in Minneapolis, in a predominantly Somali neighborhood of the city.

The building was gutted by the blaze. Two bodies were found in the rubble, and fourteen people were hospitalized, one of whom died later. Within 72 hours, the building had been pulled down into a heap of rubble by a backhoe.

Two days after the blast, before any real investigation occurred — which could never be conducted, anyway, with the potential crime scene destroyed — Greg Boosalis, the supervisory special agent with the FBI in Minneapolis, told the press that there was “no evidence of terrorist activity”.

Ever since that day I have been asking the question: How did the FBI know there was no terrorist activity without examining the scene of the explosion?

The question becomes even more urgent with the with the emergence of the latest wrinkle in the case. According to EUR-Lex , the repository of legal documents for the European Union, the European Commission issued the following regulation back in 2002:

Under Article 1, number 2, we read:

Jama, Garad (a.k.a. Nor, Garad K.) (a.k.a. Wasrsame, Fartune Ahmed, 2100, Bloomington Avenue, Minneapolis, Minnesota, United States of America; 1806, Riverside Avenue, 2nd Floor, Minneapolis, Minnesota; date of birth 26 June 1974. [emphasis added]

Why did the European Commission list Garad K. Nor et al. as being associated with Islamic terrorists?

As it happens, the EC was acting on a list drawn up by the United States Treasury the previous year, not long after 9/11. According to UPI:

WASHINGTON, Nov. 7 (UPI) — The White House and U.S. Department of Treasury on Wednesday released additions to the list identifying individuals, organizations and businesses with links to terrorist organizations. Those additions are:

Garad Jama (a.k.a. Garad K. Nor; a.k.a. Fartune Ahmed Wasrsame) [emphasis added]

For those who have been following the story of the Cedar-Riverside explosion, the name “Garad Nor” may ring a bell.

According to the MN Secretary of State website, Garad Nor is recorded as a “Registered Agent” of Wadani Properties, the company that owned and managed the apartments of the Cedar-Riverside building located at 510 and 512 Cedar Ave South that exploded and burned on January 1. In some reports, Garad Nor himself as listed as the owner.

The offices of Wadani Properties are located at 2200 E Franklin Ave, # 204.

According to the website of the Minnesota Secretary of State, Garad Nor is also the Chief Executive Officer of Dar Al Tawakul General LLC. Dar Al Tawakul General LLC is one of the companies listed in the indictment against the two Rochester citizens found guilty of money laundering for al-Shabaab.

Dar Al Tawakul General LLC is also located at 2200 E Franklin Ave, # 204.

Garad Nor, the owner of the destroyed building on Cedar Avenue South, acknowledged his place on Treasury’s list of interdicted persons and companies. According to an article published in 2012 by The Minneapolis Star-Tribune:

“Nor, who also goes by the name Garad Jama, was in Dubai the day he learned through CNN that his name was listed among 62 individuals and organizations that the U.S. government said had helped fund Osama bin Laden.”

Why might Garad K. Nor have been in Dubai, of all places?

Here’s a possible reason:

Mr. Nor works for Tawakal Express, an international hawala money-transfer company headquartered in Dubai. Tawakal Express is a globe-spanning enterprise. It’s hard to tell how many outlets it has all over the world, but according to its search page for agents, the company has offices in the following countries:

  • Canada

  • Djibouti
  • Ethiopia
  • Finland
  • Ireland
  • Kenya
  • New Zealand
  • Norway
  • SOM [Somalia]
  • South Sudan
  • Sweden
  • UAE
  • Uganda

A look at the listing for the USA reveals that Tawakal Express does business in these states (notice that the list is not in alphabetical order, and that Minnesota comes first):

  • Minnesota
  • Washington
  • Arizona
  • Nebraska
  • Iowa
  • Georgia
  • Connecticut
  • Colorado
  • Ohio
  • Maine
  • Missouri

Click on “Minnesota” and then choose Minneapolis. The page of results is too long to reproduce here, but you may notice two locations on the same side of Cedar Avenue as the destroyed building, one a block to the north, and the other a block to the south.

Since being listed as a terrorism-associate by the U.S. Treasury and the European Commission, Garad K. Nor has managed to clear his name. A press release issued in 2012 says the President and CEO of Tawakal Money Express successfully completed a four-day training workshop (teleconferenced from Somalia) for its staff and agents regarding procedures for complying with anti-money laundering regulations in the USA. Tawakal Money Express, a franchise of the Tawakal Express global enterprise, is located at… 2200 E Franklin Ave, #204.

To reiterate: that’s the same location as the offices of Wadani Properties, the company that owned and managed the exploded building at 514 Cedar Avenue South.

As a final irony, the Minnesota Republican Party has just moved its headquarters to the same address, 2200 E Franklin, Suite #201.

Do the good citizens of Minneapolis know about this tangled nexus of mischief and skullduggery in their midst?

If they did, would they even care?

  2. Tawakal Express describes its service as convenient, fast, reliable, and cost effective. The same might be said of the FBI in clearing away inconvenient evidence to fulfil the mission statement:

    “As an intelligence-driven and a threat-focused national security organization with both intelligence and law enforcement responsibilities, the mission of the FBI is to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners.”

    • If one believes the extent of the Soviet penetration described by DW in “American Betrayal” one must also assume that the FBI still have an agenda which is not in the best interests of citizens of the USA.

      Incidents like this, where evidence of connivance by the FBI begin to require explanations, are not really conducive to confidence in this organization.

      One must assume, since no explanation is yet forthcoming, that the FBI are a ‘foreign’ agency, maybe working for and on behalf of an enemy power.

      The “New World Order” is a likely candidate for such a foreign enemy power.

        Yes, or the FBI flipped the criminal Muslims and uses the whole operation to keep track of Muslim enemies and their money.

        The FBI does NOT need to investigate what it already knows – namely, who and what brought down that building. The FBI is probably disgusted with the Baron for blowing their cover story.

        The building was probably razed so some Muslim kids wouldn’t play with matches in it and blow another big hole in the ground.

        • I think the point here is that the FBI is there to serve the interests of US citizens, it appears that in this case they failed and tried to cover it up by lies and disassembly.

          The FBI is allowed to make mistakes, it happens to any security bureau, but falsification in this way is criminal and that is what is worrying.

    • The FBI had a hand at the initial bomb blowing up. To cover their own “faulty” bomb making instruments or supplies. There are very strict building laws in the US..if a building was destroyed by a fire and threatens the lives and safety of people is HAS to be completely destroyed. The evidence will still be present on the materials of the building. Chemicals from the bomb itself will be permanently burned into the concrete walls, plaster, glass, the bodies of the people burned or killed. There would be enough evidence left on the rubble instead of leaving a death trap for people who reside next door or people who have to walk near the threat of the wall falling on them. Or worse yet, falling on cars causing car accidents and even more deaths. One thing I an say about the FBI and CIA and the government itself. They already know everything as is, no need to say-“beat a dead horse”.

        The information was not hard to find. Anyone can access their City’s website to access Property Information and their State’s Secretary of State’s Business Information. IF our Intelligence had not already been captured by a domestic enemy, they would have easily apprehended these criminals, but, unfortunately that is not the case. “We the people” MUST rise and demand a representative government or else we will be ruled by the soulless, heartless tyrants.

      The leader of the Republican Party of Minnesota is proposing dramatic changes to the criteria by which candidates could receive the party’s endorsement. Keith Downey, chairman of the Republican Party of Minnesota, is pushing the creation of an “endorsement policy” to identify guidelines and criteria for endorsement by the Republican Party of Minnesota. A copy of the draft “endorsement policy” was provided to politics.mn.

      The proposed policy from Chairman Downey establishes the following new requirements:

      ■Candidates seeking endorsement cannot have run as a DFL or Independence party candidate within the last two cycles.
      ■Cannot have run a primary against an endorsed candidate in the last two cycles.
      ■Cannot be endorsed if candidate has been a party officer in another political party.
      Liberty activist Marianne Stebbins, called the proposed policy “idiocy.” Stebbins added, “I don’t believe this could be approved.” “The Republican Party is shrinking and they want to keep people out,” added Stebbins. Former state central committee member and BPOU chair John Gilmore said, “at a time when the value of the party’s endorsement is at an all time low, Chairman Downey appears intent to make it completely worthless.”

      For Chairman Downey’s proposal to be fully enacted, the Constitution of the Republican Party of Minnesota would need to be amended at the upcoming state convention in Rochester. If adopted, Chairman Downey’s proposal would represent the largest overhaul of the endorsement process in the modern history of the Republican Party of Minnesota.

      It would prohibit converts to the Republican Party, like Michele Bachman, Norm Coleman and Ronald Reagan, from ever being endorsed by the party. Should a non-endorsed Republican candidate win the primary and the general election, they would be prohibited from being endorsed for re-election for the next two-cycles, if Chairman Downey’s proposal was enacted.

      A request for comment from the Republican Party of Minnesota is pending, so please check back to politics.mn for updates.

      UPDATE: The document provided to politics.mn was the official minutes of the November meeting of the Republican Party of Minnesota’s Executive Committee. The document discusses in detail that “Chairman Downey recommends a policy be created that would identify criteria for endorsement…”

      I spoke with the Secretary of the Republican Party of Minnesota Chris Fields, who confirmed the accuracy of the document received by politics.mn. Secretary Fields added, “Chairman Downey is open-minded. Nobody is ruling anything out or in.” Secretary Fields also said that “at the end of the day, we will have an endorsement process that the delegates want.”

      Chairman Downey sent me a long e-mail to politics.mn, providing background information on the genesis of his push for a new endorsement policy. Chairman Downey did state, “I may bring a recommendation for consideration in the future, however there is no urgency…” Check back to politics.mn for updates.

      Combine the highlighted information above with the remark about ‘Chairman’ Downey’s chosen target constituency to support as he moves to his new ‘more affordable’ (cozy?) location . . .

        So NO ONE is allowed to run that might perhaps challenge the “status quo” [for lack of a better word – right now]. Is that what we are to infer from Keith Downey’s proposal? Unless of course, you can meet ALL of his proposed criteria. Good Lord! [Someone please tell me that Minnesota politics, perhaps more specifically, Minneapolis politics, are not on par with Chicago and/or Illinois politics.] This is i n s a n i t y!!

Congressman Keith Ellison, the first Muslim US Congressman, has now been joined by Betsy Hodges as Minneapolis Mayor, who courted the “very, very powerful” Somali community wearing a head scarf, and Abdi Warsame, the first Somali to win a seat on the Minneapolis City Council. Cam Gordon, Green Party, also serves on the Minneapolis City Council and is listed as a Guest Speaker on the Dar Al Hijra Cultural Center website.   7. Your reference to the siege of Vienna was interesting. Few people realize the significance of September 11 for Muslims. It was the day before Christians raised the siege and drove them back to Turkey.
