California Bureaucrats Impose Solar Mandate on New Homes
Unelected bureaucrats in California announced on Wednesday that the state will become the first in the union to mandate solar panels on all new homes beginning in 2020. Calling the new building code “a historic undertaking,” the California Building Standards Commission (CBSC) voted unanimously to add energy standards approved in May by more unelected bureaucrats, the California Energy Commission.
So, a state with a large homeless population and a crisis in affordable housing has decided to add $8,000-$12,000 to the cost of already-overpriced housing. Ok, then.

Christmas Festival-Goer Stabbed in Neck, Police Search for Two Suspects
SAN ANTONIO — The San Marcos Police Department said it is searching for two suspects believed to be responsible for a stabbing at the Sights and Sounds of Christmas event in San Marcos on Wednesday night.
According to new information released by the agency, officers at the event found a festival-goer who had been stabbed in the neck near the basketball courts in City park.
He was taken to a hospital where he underwent surgery.
Police at the scene said they identified two possible suspects after speaking to witnesses.

Google Tracks Users in Incognito Mode, Study Finds
On Tuesday, Google competitor Duck Duck Go released a study showing that Google gives users personalized search results, even when a user goes into “incognito mode.” Dr. Robert Epstein, a Ph.D. psychologist who focuses on search engine manipulation, drew the logical conclusion Duck Duck Go refused to state.
“The incognito mode is a lie, that’s what they found,” Epstein, whose research features prominently in the recent film “The Creepy Line,” told PJ Media on Wednesday. “The kind of search results they were getting from people in incognito mode and in normal mode were extremely similar, and of course the results that one person got were extremely different than the results that another person got.”

NASA Asteroid Warning: Giant One Mile Wide Asteroid Will Skim the Earth Before Christmas
The giant asteroid will reach its closest possible distance to Earth just three days before Christmas, in the wee hours of December 22. NASA’s scientists at the Jet Propulsion Laboratory (JPL) expect the space rock, dubbed Asteroid 2003 SD220, to swing by around 1.04am GMT (UTC). The asteroid measures somewhere in the range of 3,018ft to 1.3 miles (920m to 2.1km) in diameter. Hundreds of tonnes of space debris slam into the planet on a daily basis but are stopped by the Earth’s atmosphere.

EU to Offer to ‘Extend Article 50’
The Daily Telegraph is reporting that the EU will offer to extend Article 50 beyond March next year if Theresa May loses the Parliamentary vote on the Withdrawal Agreement.
May is due to travel to Brussels on December 13th, two days after the Parliamentary vote on the 11th. The report quotes ‘EU Sources’ saying EU leaders “would be open to the idea of extending the Article 50 process if it meant avoiding a no-deal Brexit.”

French President Emmanuel Macron’s approval rating is now lower than the percentage that diesel fuel went up since the beginning of the year, both are around 23 per cent, with some recent reports claiming Macron was at 21 per cent.
Even more worrying for Emmanuel, perhaps, is that French left-wing parties, according to BFMTV’s parliamentary source, have agreed a discussion of a vote of no-confidence in the country’s government.

Report: Number of French Prisoners Increased by 23 Per Cent in a Decade
The French prison population has increased by almost 25 per cent in ten years, leading to problems with overcrowding.
A report published by the Council of Europe and released on Tuesday says there has been a 23.3 per cent increase in the number of inmates per 100,000 of the total French population and a 31 per cent rise in the prison population as a whole going from 58,053 prisoners in 2005 to 76,111 in 2015, Le Monde reports.

More than twenty years after it was first discovered, an analysis of a remarkable skeleton discovered in South Africa has finally been published — and the specimen suggests we may need to add a new species to the family tree of early human ancestors.

Quebec Confirms Plan to Reduce Immigration by About 20%
QUEBEC — Despite a mild rap on the knuckles from Ottawa, Quebec is steaming ahead with its plan to reduce its immigration numbers by about 20 per cent in 2019.
Immigration, Diversity and Inclusion Minister Simon Jolin-Barrette tabled the plan in the National Assembly on Tuesday. It says Quebec will reduce the total number of new arrivals by more than 10,000 a year — from 53,300 in 2018 to between 38,000 and 42,000 in 2019.
