Two more package bombs exploded in Austin, Texas today, killing a teenage boy and severely wounding two other people. Authorities believe the latest incidents are connected with a similar deadly explosion earlier this month in Austin. They advise residents not to open any packages that they are not expecting.

In other news, a knifeman attacked an Austrian soldier guarding the Iranian embassy in Vienna. When pepper spray failed to deter him, the soldier shot the assailant dead.

One in Four at Risk of Poverty Says Bank of Italy

Richest 5% have 30% of Italy wealth says report

(ANSA) — Rome, March 12 — The percentage of Italians at risk of poverty rose to a record high of 23% in 2016 from 19.6% in 2006, the Bank of Italy said Monday, highlighting that nearly one in four Italians were at risk of poverty. In the case of immigrants the rate rose from 34% to 55%.

Poverty was widespread in the poorer south of Italy but there also a sharp rise of poverty risk in the richer north over the 10 years, almost doubling from 8.3% to 15%.

Italy’s richest 5% have 30% of the country’s wealth, the Bank of Italy said Monday, reporting 2016 figures. The richest 30% of households had 75% of overall wealth, with a net average wealth of 510,000 euros.

More than 40% of this quota is held by the richest 5%, which has an average net wealth of 1.3 million euros.

The poorest 30% of households has 1% of the country’s wealth.

2 Deadly Package Explosions in Austin Linked, Authorities Say

AUSTIN (KKTV) — Two separate explosions that left a Texas teen and 39-year-old man dead are believed to be linked.

Authorities said Monday following the second deadly detonation that both explosives were encased in packages that were left on the front porch. Neither were delivered by mail services.

According to Austin police, they received an “urgent” 911 call just before 6:45 a.m. local time Monday.

“Upon arrival … what we found was an explosion had occurred inside the residence. There were two people that had been injured,” a police department spokesperson said.

The surviving woman’s injuries are potentially life-threatening, according to CBS Austin. The teen died at the scene.

Neighbors were evacuated to a city bus that had been on its morning route in the area. Bomb-sniffing dogs have been going from home to home checking for any other explosives…

Austin Package Explosions Leave Teen Dead, Women Hurt After Three Blasts in 2 Weeks

Elderly woman injured after third explosion rocks Austin

A teenager was killed and at least two women were seriously hurt after a pair of explosions rocked homes in Austin on Monday — just two weeks after a separate blast which authorities said is linked to at least one of Monday’s incidents.

Austin Police said they received a call about the first explosion in a neighborhood on the northeast side of the city around 6:45 a.m., after the 17-year-old resident found a package on the front step, brought it inside, and opened it in the kitchen where it exploded.

“It is very similar to the incident that occurred in Austin on March 2,” Austin Police Chief Brian Manley told reporters.

Manley said authorities don’t believe the package came from a delivery through the U.S. Postal Service or private mail carriers, and the placement on the home’s front doorstep also indicated a similarity to the blast earlier this month.

“There are similarities that we cannot rule out that these two items are, in fact, related,” Manley said.

The Austin-Travis County EMS tweeted that a teenage male was killed and a woman in her 40s was taken to the hospital. Manley said she had non-life threatening injuries.

FBI agents could be seen going around the neighborhood, and the Bureau of Alcohol, Tobacco, Firearms and Explosives said it responded to the scene.

But just minutes after Manley’s news conference finished, a separate explosion was reported around 11:49 a.m. in the Montopolis neighborhood, located southeast of downtown Austin. That blast left a woman in her 70’s with “life-threatening” injuries, officials said. The Austin-Travis County EMS said on Twitter a second woman in her 80’s was being treated for an “unrelated medical issue…

California Coffee Shop Won’t Serve Police

A California coffee shop is coming under criticism following the announcement that it will not serve local law-enforcement personnel, citing concerns for the “physical and emotional safety” of its customers and staff.

Although it has only been open a few months, the employee-owned Hasta Muerte Coffee in Oakland made the policy announcement after a local officer entered the establishment in mid-February to get a cup of coffee and introduce himself to the managers. As reported by local TV news station KTVU, the officer was denied service and asked to leave the store.

Caroline Glick: Achieving AIPAC’s Mission

AIPAC’s mission to cultivate and maintain bipartisan support for Israel in the United States is an important mission. Unfortunately, the messages AIPAC’s leaders delivered during the organization’s annual policy convention this week in Washington indicate that they are at a loss for how to achieve their mission in the contentious political environment now prevalent in post- Obama America.

Their befuddlement is not surprising. For the eight years of Barack Obama’s presidency, AIPAC’s leaders showed a consistent inability to understand the challenges they faced. And since they were unable to understand how or why the Obama administration was undermining AIPAC, they couldn’t protect AIPAC or advance its mission during his tenure in office.

At this week’s AIPAC convention, the message emanating from the speeches AIPAC’s senior leadership delivered was that they still don’t get what happened.

And largely as a consequence, they do not understand the challenges they face as an organization moving forward. And again, since they don’t understand what happened, or what is happening, they are incapable of meeting today’s challenges to AIPAC’s mission in a constructive way…

Opioid Crisis Drives up Illinois ER Visits by 66 Percent

According to a new report, the opioid crisis in Illinois has driven up emergency room visits by 66 percent.

A report by the federal Centers for Disease Control and Prevention found that opioid-related emergency room visits rose an average of 35 percent across 16 states between July of 2016 to September of 2017. The highest rise was seen in and around metropolitan areas, according to the Pekin Times.

Increases grew more in large urban centers, such as Chicago, where dealers have taken to cutting heroin with the highly dangerous drug fentanyl, the report said. The report did note that the statistics might be skewed because the study only looked into the hospital visits in 16 states. Still, the numbers are shocking.

Government Only Updating Outlook, No Planning — Padoan to EU

Up to next govt to make policy choices — economy minister

(ANSA) — Brussels, March 12 — Economy Minister Pier Carlo Padoan told European Commission Vice-President Valdis Dombrovskis that the outgoing government in Rome will not make any significant economic policy decisions during a bilateral meeting, sources said Monday. The outgoing government is led by the Democratic Party (PD), which performed dismally in this month’s general election which, however, failed to produce a clear winner. “The government is working exclusively on the tendential outlook, which includes updates on the basis of variations in the exogenous variables of the world economy and the new GDP projections.

“So there will not be any programme hypotheses from the outgoing government because this is not the job of the outgoing government, but the next one”. Padoan said he expected the EC to “facilitate the transition” towards a new government by waiting for it to be sworn in before expressing its verdict on Italy’s public accounts.

Greek Police Arrest 2 Pakistani Teens on Robbery Charges

ATHENS, Greece — Greek police say they have arrested two Pakistani teenagers on suspicion of robbing tourists and passers-by at knifepoint near Greece’s top tourist attraction, the ancient Acropolis Hill in Athens.

The arrests announced Monday come days after six men, also of Pakistani origin, were arrested on suspicion of similar robberies in the area.

Italy: Some Children Sent Home After Vaccines Deadline Passes

Four in Milan, four others near L’Aquila, dozens in Sardinia

(ANSA) — Milan, March 12 — Several children were sent back home on Monday after a deadline for pupils to comply with a new law making vaccinations obligator for admission to schools and nurseries passed at the weekend.

Four children under six were unable to enter public nursery and infants schools in Milan because they are not in compliance, city sources said. They said around 10 children were non-compliant but, of those, five or six had been absent since the end of last week due to flu.

Some of the parents of the children affected said they had not had time to get the vaccinations done, sources said. A manager at a school in Sulmona, near the central city of L’Aquila, said Monday that four pupils there had been sent home because too. “They are four different cases,” said Elvira Tonti of the Serafini — Di Stefano Institute. “Two are on the way to being resolved because they were caused by simple forgetfulness and will be sorted by tomorrow.

“The other two, on the other hand, have refused to vaccinate their children”.

Several dozen” children were sent home in Sardinia for failing to comply with the new vaccination rules, sources said. The deadline for presenting certificates for 10 compulsory vaccinations passed on Saturday.

“It’s impossible to say exactly what the number is,” Cagliari provincial schools chief Luca Cancelliere told ANSA, “but many reports are coming to school principals”.

In the small town of Elmas outside Cagliari alone, there were 40 children without authorisation, he said.

Last week it was estimated that around 30,000 children are not in compliance with the law. Giovanni Rezza, the head of the infectious diseases department of Italy’s Higher Health Institute (ISS), said Monday that the goal of the government decree making vaccinations obligatory for admission to public nurseries and schools has been achieved. “We have over 95% of children vaccinated for the six-in-one vaccine, so the threshold that makes it possible to have collected immunity has been reached,” Rezza said. “We’ve had an increase of about 6% for the measles (vaccine) so we are close to that threshold in this case too. “The numbers show that vaccinations have increased and this was the objective of the decree, not to punish parents who fail to comply. “Vaccines, above all, are a right”.

Italy: Cut Working Hours to Create Jobs — M5S

Without lowering pay, to cope with long-term robotization

(ANSA) — Rome, March 12 — Working hours should be cut without cutting pay to boost employment, the anti-establishment 5-Star Movement’s (M5S) labour minister candidate Pasquale Tridico said Monday. “The first step will be the reduction of working hours at wage parity, so as to increase employment and incentivise the productive reorganisation of businesses,” said Tridico, who was announced like the other prospective M5S ministers before the March 4 general election where the M5S got 32% of the vote to become by far Italy’s top party.

The issue of creating jobs in Italy should be tackled “also from the longer-term standpoint of robotization, a challenge that cannot be left to the schizophrenia of the market, but must be managed politically, Tridico said.

(ANSA) — Rome, March 12 — A sneak peek was released Monday of Paolo Sorrentino’s film about Silvio Berlusconi, Loro (Them), with the three-time ex-premier and media magnate being played by Paolo Sorvillo. Poolside parties, sex, an institutional meeting, soccer trophies in the living room, a sad Veronica Lario, his long-time and ex-wife, and even his dog Dudù feature in the preview.

A northern Italian voice asks him: “Did you really expect to be the richest man in the country, and that everyone would love you madly too?” To which a voice identical to the ex-premier’s says: “Yes, that’s exactly what I expected”.

The film, expected to debut at Cannes, also features Riccardo Scamarcio, Chiara Iezzi, Fabrizio Bentivoglio, Elena Sofia Ricci, Roberto Herlitzka, Ricky Memphis, Roberto De Francesco, Dario Cantarelli and Alessia Fabiani.

Knifeman Shot Dead in Vienna by Iranian Embassy Soldier: Police Say Motive ‘Completely Unclear’

BERLIN (AP) — Austrian police say they have no information yet on the motives of a man who attacked a guard outside the Iranian ambassador’s residence in Vienna and was then fatally shot.

Police said the guard, a 23-year-old Austrian soldier, first tried to deter the assailant in Sunday night’s incident with pepper spray. After the attacker — a 26-year-old Austrian and Vienna resident — stabbed him, he fired several shots. The assailant died at the scene.

Railways: Serbia, Croatia Sign Memorandum for Zagreb-Belgrade

Two countries will apply together for European funds

(ANSA) — BELGRADE, 11 MAR — Serbia and Croatia have signed a memorandum of cooperation for the reconstruction and modernization of the railway line Belgrade-Zagreb, one of the most important railway links in the Balkans.

The Serbian Deputy Prime Minister and Minister of Construction, Transport and Infrastructure, Zorana Mihajlovic, and the Croatian Minister of Sea, Transport and Infrastructure of Croatia, Oleg Butkovic, signed the memorandum.

The Belgrade-Zagreb line is 412-kilometers long. The authorities in Belgrade said that Serbia and Croatia will apply together for European funds for the project. After the works, the travel time between Belgrade and Zagreb will be reduced from the current seven and a half hours to little more than three hours, Serbian authorities said.

Croatia is an EU member since 2013. Serbia was granted EU candidate status in 2012.

ENI in UAE Offshore But Sells 10% Reserve to Egypt

Gentiloni attends, exchange worth 10 bn dollars

(ANSAmed) — ROME, MARCH 12 — Italian energy giant Eni is entering in the United Arab Emirates and “in exchange” is giving Abu Dhabi a majority stake in the Egyptian Zohr gas field. The company obtained two long-term concessions in the UAE offshore worth 875 million dollars. It also sold for 934 million dollars 10% of the giant gas field off the coast of Egypt to UAE investment group Mubdala.

The deal enabled the Italian group, on the one hand, to reach its aim of going down to 50% of its stake in Zohr, maintaining the relative majority compared to other partners (Rosneft and Bp), and on the other hand to step for the first time into a country with one of the most significant reserves of hydrocarbons in the world, explained the CEO Claudio Descalzi, to widen the group’s presence in the Middle East, “in line with its “expansion strategy”.

And in Abu Dhabi, Descalzi signed with the CEO of State-run company ADNOC, Ahmed al Jaber, two 40-year-long ‘concession agreements’ to enter the Gulf’s offshore with a 5% stake in the Lower Zakum oil reserve and with a 10% stake in the oi and gas fields Umm Shaif and Nasr. The production target of the first block is of 450,000 oil barrels a day, while for Umm Shaif and Nasr the objective is 460,000 oil barrels a day. Premier Paolo Gentiloni travelled to the Gulf to attend the signature which also took place at the presence of Abu Dhabi’s Prince Heir Mohamed bin Zayed Al Nahyan.

As far as Zohr, the agreement provides for Mubadala Petroleum, which is part of the Mubadala Investment Company, an investment arm of the Emirati government, to buy a 10% stake in the concession of Shorouk, in which the large field is situated.

Production, which has a potential of resources of 850 cubic meters of gas was started last December, 28 months after its initial discovery, a record time according to Eni, and reached the gross production of over 11 million of cubic meters of gas a day. The production will gradually increase to reach its plateau by the end of 2019. The perforation of 20 fields is scheduled by the same year.

Thousands of Syrian Kurds Fleeing Afrin in Syrian War, Almost 1,000 Killed

50% more than 2016, 2018 begins badly. 1.5 disabled, UNICEF

ROME — Out of the past seven years of war in Syria, 2017 was the worst for deaths among children: 910, double that of the previous year, reported UNICEF.

At least 361 other children were injured, many of whom have become handicapped. The UN agency noted that 2018 may be even worse, since in the first two months of the year alone over 1,000 children have been killed or injured in the country. It added that 17% of injuries from explosive weapons were children. The estimated 3.3 million of them in Syria are exposed to explosives such as mines, unexploded ordinance (UXO) and improvised explosive devices (IEDs).

UNICEF stressed that children disabled during the war are at risk of being forgotten or excluded. Over a million and a half Syrians are currently living with permanent handicaps caused by war, including 86,000 who have lost their limbs.

EU Extends Sanctions for Alleged Russian Meddling in Ukraine

On 150 people and 38 entities until Sept. 15

(ANSA) — BRUSSELS — The European Union has prolonged sanctions against senior Russian officials, lawmakers and military officers for a further six months over alleged meddling in Ukraine.

The asset freezes and travel bans on 150 people and 38 “entities” — usually companies or organizations — have been extended until Sept. 15. Those targeted are accused of “actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.”

(ANSA) — Brindisi, March 12 — A 24-year-old Nigerian was killed with knife wounds to the chest in a flat in central Brindisi Sunday night, sources said Monday.

Callistus Imoyera was killed after a row with a woman, also an asylum seeker, sources said.

Italy: Two Pamela Murder Suspects to Stay in Jail

18-year-old’s dismembered body found in two suitcases

(ANSA) — Ancona, march 12 — An Ancona court on Monday ruled that two of the three Nigerians arrested over the murder of Pamela Mastropietro, an 18-year-old Roman woman whose dismembered body was found in two suitcases near Macerata in January, should stay in jail. The suspects are Desmond Lucky and Lucky Awelima, aged 22 and 27 respectively. They were arrested after the detention of another Nigerian, Innocent Oseghale, a 29-year-old who lived in the flat where the murder is thought to have taken place. The men are believed to have stabbed Mastropietro to death and cut up her body in the apartment in Macerata’s Via Spalato.

A fourth Nigerian is under investigation in relation to the murder but has not been arrested. A far-right extremist went on a racist shooting spree targeting migrants in Macerata following the Mastropietro case.

Merkel Effect: Thousands of Migrants Jet to Germany From Poorer EU Nations

Fed up with living in Greek camps, a rising number of illegal third world migrants have been heading to Germany by aeroplane, authorities warn.

While only 11,000 people were recorded illegally entering the country by air last year, the Joint Centre for Illegal Migration Analysis and Policy (GASIM) estimate the number to be much higher after Germany saw around 15,000 new asylum seekers break through its borders each month in 2017.

(ANSA) — Rome, March 12 — The Italian Court of Cassation has ruled that a child’s sex change can entitle them to receive money for their living expenses from their parents for a longer period than for children who do not have sexual identity problems but who find it difficult to get a job and become independent. The court, Italy’s highest, ruled that the period of psychological and social adaptation entitled a daughter who had had a sex change to 400 euros per month for three years from her father in Rome. On the 30th birthday of his child, however, the father got tired of paying and the court backed him, saying that three years was enough.
